| I purchased the Rebrickable Orient Express instructions but all I see is a bunch
of these.

This is XML, it means 8* 87609 Black.
If you don't have it as a file, you can use rebrickable to download it, then
upload it as a Wanted-list for example.
It's not "instructions".
The instructions are I don't know where - as you bought them it must have
told or sent them to you (I've never done this).
